Most often any document is valid for a certain period of time. In particular, the passport of a citizen of the Russian Federation should be changed at least twice in your life. When should passport be changed?
A person’s first document in life is a birth certificate. A passport is issued to a person recognized as a citizen of the Russian Federation only when he or she reaches the age of 14.
At some points, the passport must be exchanged. The law provides for exactly six such cases:
You have celebrated your 20th anniversary;
You celebrated your 45th birthday;
You have changed your surname, first name or patronymic, as well as other data from the main page of your passport;
You have changed your gender or appearance;
The passport has been badly damaged, as a result of which it has become unusable;
In the document you find any mistakes.
If you have one of the above reasons for changing your passport, you have exactly 30 days to apply. It means that during the month after your 45th anniversary celebration you are obliged to write and submit an application on passport replacement to the corresponding authorities. Otherwise, you will have to pay an administrative fine. It ranges in size from 2 to 5 thousand. Your passport can be renewed for up to three rubles depending on the region where you live.
Exceptions from the rule are military conscripts. They can replace the passport after the termination of service, without paying a fine, even if more than a month has passed after the 20th anniversary.
What documents are necessary?
To be issued a new passport of a citizen of the Russian Federation, you need to take several documents, photos and some money. Here is the exact list:

The passport to be changed.
Two 35×45 mm color or black-and-white photos.
Documents about the grounds for changing your passport (if you change it because of a name change or other similar reasons).
Documents that are needed to stamp the mandatory marks in the passport – birth certificates of children, military account documents, certificates of marriage or divorce.
Receipt of state duty.
Currently, the state fee is 300 rubles. At the same time, it increases to 1500 rubles, if the document is changed as a result of its damage, loss or theft.
Passport replacement in a migration department
To change your passport you can go to a branch of the Department of Migration Affairs of the Ministry of Internal Affairs of Russia in the place of your residence. You can find the address you need by visiting the ministry’s website.
The main disadvantage of this way of passport replacement is a long queue. It is almost always observed in such offices.
Replacing your passport at the MFC
Since some time in Russia there are many multifunctional centers providing state and municipal services. For passport replacement you can also apply to their specialists. They will already independently transfer all your documents to the branch of the IAD of the Ministry of Internal Affairs.
To find the nearest multifunctional center, you can visit the relevant portal – there you will surely find the list you need. It should be noted that such centers are available not only in regional centers, but also in smaller cities and even in some villages.
This method is a bit longer, because MFC employees need time to give the documents to the Ministry of Internal Affairs. You will most likely receive a finished document in the same office of the Department of Migration Affairs.
Using the portal of state services
In almost all cases you can apply for replacement of passport through the portal of state services. If you do not have an account there, you must register. You will need to enter your SNILS and specify the data of the passport of a citizen of the Russian Federation, which you still have. Then you will need to confirm your identity. There are three ways to do this:
Applying to the service center;
Receiving of identity confirmation code by mail (the most common);
Using the reinforced qualified electronic signature.
The first option is the easiest and fastest – the specialists of service centers will create you a confirmed account at once.
Assume that you already have an account on the portal of state services. Now you need to go to the website, and go to the directory. Here it is necessary to choose the service of replacement of the passport of the citizen of the Russian Federation. Thus it is necessary to define the reason why you need to replace the document.
Next you need to fill out an application. In this case, it will exist only in electronic form. You will also be asked to upload a photo that will be pasted into the document.

How long does it take to issue a passport?
In most cases a new document will be issued 10 days after you write the application. However, this rule is true for the replacement at the place of residence. If your old passport was issued by a different territorial division of the Ministry of Internal Affairs, you will have to wait 30 days for a new document.
The above mentioned terms are counted from the moment when the documents are received by the Visa Department of the Ministry of Internal Affairs. This is why MFC services imply some extension of this period.
Getting a temporary ID
If your work requires a passport almost every day, you will need a temporary ID. You can apply for it at the territorial branch of the Ministry of Internal Affairs that deals with migration issues. It will be issued as soon as your application for a replacement document is submitted. But be sure to have an extra photo!
Note that the temporary identity card is only valid in Russia. When you apply for a new passport you should return it.
